The issue tracker time seems to be off. I just added myself as a CC on another
issue and the time stamp was 2005-08-25 09:47:42. The current time is 2005-10-16
12:23 AM PDT. I don't know though if it's just the "issue activity" portion
that's off or if it's everything.

Well, this one seems accurite. The creation time of this issue and the activity
of adding my CC are both correct. This oddity was observed in issue 15666.
