rename FILE ISSUE in the menu to SUBMIT A BUG or the like.
becouse it is not in an easy english for ESL
the word file is assosiated more with a file in a computer and not with the 
word send.

Because Issue Tracker also handles Enhancement Requests, "Bug"  might be misleading.

May be that "Submit Issue" really might be a better title because the heading of
the page you will reach from that hyperlink is "Submit an Issue"

Confirming - finding equivalent for "issue" in Russian is difficult.
Transliterating it in the same way as "bug" is impossible.
Changing to enhancement.
